What documents should be sent before import customs clearance at Noi Bai Airport?

Send enough information to establish four points: who is importing, what the goods are, how they are moving and where they must be delivered. The closer the documents are to the actual shipment, the earlier we can identify missing information and Vietnam-side handling requirements.

Do not describe the goods only as “parts”, “equipment” or “samples”

Broad descriptions rarely provide enough detail to assess the goods or identify the applicable import requirements. State what the part is used for, the equipment it belongs to, its principal material, model and function.

When instructing ASC Logistics to coordinate customs declaration and documentation, also explain the actual purpose and transaction for free samples or non-commercial goods. The word “free” alone does not determine their declaration or tax treatment.

An HS code used for export from the origin country is a useful reference, but it is not automatically the correct classification for import into Vietnam. Classification must be assessed against the actual goods and the rules applicable in Vietnam.

Check licensing conditions before the shipment departs

If the goods may require an import licence, send the product specifications and any existing approvals before departure. We can then identify the information that still needs to be confirmed within the agreed scope.

Where import licensing support is requested, the parties should confirm the applicant, required documents and filing stage. Waiting until the cargo is already in airport storage can create avoidable handling and storage exposure.

How does ASC Logistics connect customs clearance with cargo-terminal collection?

Customs work and terminal collection should be planned as one operational chain, while each release condition remains separately controlled. Some activities can run in parallel, but the sequence must follow the shipment's documents, arrival status and regulatory status.

Before departure: check the pre-alert and shipment data

Send the pre-alert before the flight departs. If the shipment is still at the booking stage, draft documents and detailed product information can be reviewed first.

We will use the available information to list specific open items, such as an incomplete importer record, an unclear product description, inconsistent MAWB and HAWB data or a licensing question. Clear ownership of each open item helps the origin team obtain corrections before arrival.

If air freight and destination coordination are both required, state whether international carriage is included in the ASC Logistics instruction. This avoids conflicting assumptions between the origin booking and Vietnam-side handling plan.

On arrival: confirm the actual terminal and cargo-release authority

After landing, we confirm that the cargo has physically arrived, whether it arrived in full, which terminal received it and whether the delivery order or other release authority is available.

Send us any updated arrival information received from the airline or origin agent. If the flight, package count or air waybill data changes, the parties must identify which documents need correction and who will issue the revised information.

A flight status marked “arrived” does not mean the cargo is ready to leave the terminal.

During customs processing: separate customs declaration from customs clearance

A customs declaration is the submission of shipment information and supporting records to Customs. Customs clearance is the wider process of meeting the applicable procedures and regulatory requirements for the goods to be released under the relevant import arrangement.

When ASC Logistics coordinates this stage, nominate a person who can confirm the product, transaction and importer information. Any explanation or document amendment must come from verified shipment facts, rather than an assumption based on a general product name.

In our operating process, we first prepare a draft customs entry from the verified shipment documents and reconcile the key fields across the commercial invoice, packing list, MAWB or HAWB, certificate of origin and any conditional documents. We then send the relevant declaration details and preliminary duty and tax calculation to the Vietnamese importer for confirmation. The estimate is a control check, not a final assessment by Customs.

Once the authorised confirmation and digital-signature arrangement are in place, the declaration can be lodged through VNACCS/VCIS. We check the returned declaration data and channel result, then coordinate the supporting documents required for the next step.

Depending on the result and the shipment, that may involve documentary review, physical examination or an additional explanation. We do not transmit a declaration merely because the flight is close to arrival; the importer must first confirm the data for which it is responsible.

If the goods are subject to physical examination or specialised inspection requirements, the responsible authority, required documentation and operational steps must be confirmed for that product. The same inspection process does not apply to every regulated shipment.

ASC Logistics coordinates the agreed documentation and operational interfaces. Customs and other competent authorities decide classification, customs value, inspection, release and any additional regulatory requirements.

Before collection: confirm both customs status and terminal conditions

Before a vehicle is dispatched, we need confirmation that:

  • The customs status permits the next collection or transport step.

  • The delivery order or cargo-release authority is complete.

  • Terminal handling, payment and release requirements have been met.

  • The actual package count, condition and loading requirements are known.

  • The consignee can receive the shipment within the planned delivery window.

For airport collection and trucking arranged by our team, these conditions must be checked together with the vehicle requirement. This reduces the risk of a truck arriving while the cargo is still unavailable for release.

For a shipment that must move under customs supervision, the handover record, vehicle information, supporting documents and any customs seal must be managed according to the instruction of Customs and the applicable procedure.

This is a conditional operation, not a standard step for every Noi Bai import. If a customs-supervised transfer or temporary storage solution is being considered, confirm whether a bonded warehouse service is legally and operationally suitable for the specific goods and import arrangement.

How long does import customs clearance at Noi Bai Airport take?

The delivery time cannot be calculated from the flight's touchdown time alone. Before we give an operational estimate, we need to know which conditions are complete and which actions are still outstanding.

The main time variables are:

  • Completeness and consistency of the product and declaration data.

  • Import licensing, specialised inspection, physical examination or additional explanation requirements.

How should Vietnam-side charges be defined with ASC Logistics?

When we prepare a quotation, we first define whether it covers customs declaration and documentation, airport collection, factory delivery or a combination of these services. The phrase “Noi Bai import handling” is too broad to establish a reliable charging scope.

An ASC Logistics quotation may need to distinguish:

  • Customs declaration and documentation charges: the agreed document-handling and declaration scope.

  • Cargo-terminal and handling charges: checked against the actual terminal, cargo and handling requirement.

  • Airport collection and inland transport: assessed from cargo dimensions, vehicle type, destination and site conditions.

  • Statutory duties, taxes and other applicable amounts: separated from third-party disbursements and logistics service charges.

  • Conditional charges: storage, waiting time, additional handling, amendments, inspection support or special operations where applicable.

Where an amount cannot yet be fixed, the quotation should state the charging basis, inclusions and exclusions. Your customer quotation should apply the same scope so that a conditional estimate is not presented as a fixed all-inclusive rate.

Terminal tariffs, storage and special-operation charges must be checked against the terminal and conditions applicable when the shipment is handled. Historical charges from another terminal or shipment should not be reused as a current quotation.

Airport collection and final delivery should be planned together. Cargo release does not mean that every vehicle or delivery time will suit the shipment and receiving site.

Before arranging trucking from Noi Bai Airport to the final destination, provide:

When we collect an import shipment at Noi Bai, we do not treat the warehouse release paper as the end of the control process. Our operating check covers the cargo, documents, vehicle and handover evidence:

  • Complete the applicable terminal outbound and customs-supervision steps before presenting the collection documents at the cargo handover point.

  • Reconcile the air waybill and package information against the warehouse or cargo-release records.

  • Count the packages and record the overall shipment condition before loading.

  • Photograph the air waybill labels, the overall cargo, representative packages and any visible damage such as torn, crushed or wet packing.

The first shipment should have a clear service scope and reasonably complete information. Send ASC Logistics:

  1. Origin airport, destination airport and estimated arrival time.

  3. Commercial invoice, packing list and air transport documents.

Before operations begin, both parties should confirm the service scope, contacts, quotation conditions and method for approving exception costs. If an import condition or document is still unresolved, record it as an open item with an owner and target action.

Frequently asked questions about Noi Bai Airport customs clearance

Can we ask ASC Logistics to review a shipment with only the commercial invoice and packing list?

Yes, these documents can support an initial discussion, but they do not prove that the shipment is ready for customs declaration or collection.

Also provide the importer, product use, transport plan and requested service scope so that ASC Logistics can identify the remaining information.

Can an overseas freight forwarder without a Vietnam branch outsource the local operation to ASC Logistics?

Yes, the parties can agree a Vietnam-side logistics scope for an individual shipment or project. The actual Vietnamese importer, legal responsibilities and authorisations must still be identified.

Appointing ASC Logistics as the local operational contact does not replace the importer or any other legally responsible party.

Can a truck collect the cargo immediately after Customs releases it?

Not automatically. The cargo-terminal release conditions, delivery authority, cargo status and applicable charges must also be confirmed.

ASC Logistics coordinates vehicle dispatch against both the customs status and the terminal's readiness to hand over the cargo.

How are import duty and tax amounts confirmed in Vietnam?

They cannot be fixed from a general product description. The amount depends on factors such as the accepted HS classification, customs value, origin and preferential treatment where valid, and the tax rules applicable to the goods.

We can prepare a preliminary calculation from the available documents and flag inconsistencies, but the Vietnamese importer must confirm the declaration data and Customs retains the authority to assess it.

Can we appoint ASC Logistics only for airport collection and factory delivery?

Yes, a segmented service scope can be discussed. State who is handling the customs stage and how that party will transfer the confirmed release status and collection documents to ASC Logistics.

Acceptance depends on the shipment and operating conditions.
