How is outsourced customs brokerage different from a service booked directly by the importer or exporter?

  • Receiving the Master Air Waybill (MAWB), House Air Waybill (HAWB), cargo-terminal details, flight information, required milestone and operating instruction.

  • Preparing the handover papers, introduction letter or authorisation documents applicable to the assigned work.

  • Presenting or submitting supporting records when documentary review is required.

  • Coordinating with Customs and the relevant parties when the goods are selected for physical examination.

  • Following the opening, examination and repacking of cargo and recording any visible exception.

  • Checking cargo status, handover records, weighing information, terminal charges and collection or delivery conditions with the cargo terminal.

  • Returning the processed records, receipts, status evidence and any incident report to the freight forwarder.

 

One contact for the customs documentation team and airport operations

For a combined scope, we manage one information flow from initial receipt of the records to completion of the assigned work. The customs documentation team, referred to internally as CUS, controls the data and filing plan. Airport operations staff, or OPS, report physical events. Truck dispatch starts only when the customs and cargo-terminal conditions for collection or delivery are clear.

The combined model reduces handovers between separate providers. The freight forwarder must still nominate the person authorised to approve declaration data, additional costs and any remedy that affects schedule or service scope.

 

Onward trucking or air-freight coordination where requested

If the instruction extends beyond customs work, we can connect it with trucking from Noi Bai Airport to provinces, wider domestic road transport or air-freight services.

  3. Source data: Which file is final, who issued it and whether the Air Waybill or Cargo Manifest data has been confirmed by the relevant carrier or issuing party.

  4. Approval rights: Who approves the draft, who may request a correction and which facts require confirmation from the importer, exporter or cargo owner.

  5. Digital signature and authorisation: The declaration account, signature method, user access and authorisation records must match the applicable rules and the parties' controls. Passwords or signing devices should not be sent through an uncontrolled channel.

  6. Communication route: Who receives updates and whether ASC Logistics may contact the cargo owner, airline, cargo terminal, origin agent or another party.

  7. Exception costs: Which actions are already authorised, which costs require approval and what evidence must be returned with a disbursement.

  8. Confidentiality and record retention: File naming, access rights, transfer channel, retention period and restrictions on customer information.

If a partner sends only a message asking us to “clear this shipment” without defining these points, we will request the missing operating information before accepting responsibility for submission.

 

What documents and shipment data should the freight forwarder hand over?

The required customs dossier depends on the procedure, goods and applicable regulatory controls. The following list is an initial review pack, not a statement that every shipment requires only these records:

  • Legal name, tax code and details of the importer or exporter expected to be named on the declaration.

  • Actual import or export purpose, transaction type and Incoterms® rule.

  • Final Commercial Invoice, Packing List, contract and applicable appendices.

  • MAWB, HAWB, flight, airport of departure, airport of arrival and Cargo Manifest status where available.

  • Product name, composition, material, function, model, brand, catalogue and photographs where needed.

  • Any HS code supplied by the customer or reference file from an earlier shipment; we check the available basis before reusing it.

  • Certificate of Origin, licence and specialized inspection records where the goods are regulated.

  • Cargo-terminal status, package count, weight, packing condition and required operating deadline.

  • Authorisation scope, draft approver, cost approver and operating contact at origin or destination.

  • Partner reporting requirements, including milestones, recipients, format and working language.

Where import or export licensing support is needed, we separate the application, documents, dependencies and each party's responsibility from the declaration-filing fee. A licensing process is not treated as included merely because the same shipment also needs customs brokerage.

 

How does ASC Logistics manage an outsourced customs shipment at Noi Bai?

Step 1: Register the instruction and scope

We record the shipment reference, assigned tasks, required deadline, declarant, MAWB or HAWB, cargo terminal, flight, approver and any known exception. Missing information is listed for confirmation instead of being inferred.

 

Step 2: Check the records and applicable conditions

Where Customs requires documentary review, an explanation or physical examination, the CUS team hands the correct records, location, instruction and deadline to OPS. The issue is tracked by observed event, cause, effect and condition for the next step.

 

Step 6: Connect the cargo terminal and vehicle plan

OPS confirms the physical cargo status and the cargo terminal's collection or delivery conditions. Where trucking is included, the dispatch team receives the same update on package count, weight, vehicle requirement, terminal timing, contact and final delivery point.

 

Step 7: Close and hand over the assigned work

ASC Logistics returns the result within the confirmed scope: declaration status, processed records, relevant receipts or minutes, incident details, costs awaiting confirmation and the next action. The workstream closes when the agreed handover conditions are satisfied, not simply because one customs status appears in the system.

 

Which declaration fields may not be corrected through a supplementary declaration?

Not every data error can be corrected through an amendment. For ordinary electronic import and export declarations, certain information fields fall within the non-amendable group under the applicable rules. The remedy may involve cancellation and a new declaration or another prescribed procedure, depending on when the error is found and the actual status.

“Goods-classification code” in this table is a declaration information field. It is not the HS code assigned to an individual goods line. Special declaration types may use different rules, so ASC Logistics checks the actual customs procedure and the provisions in force before recommending a remedy.

When does Customs commonly request an amendment, supporting record or explanation?

Customs decides how a declaration and supporting file will be received, examined and treated. The following are common operating issues that require review; they are not automatic conclusions for every shipment.

What VNACCS transmission errors occur, and how should they be handled?

A VNACCS issue may arise from the data, electronic status, digital-signature authority or a field that is incompatible with the selected procedure. Repeated transmission without first checking the status can create a duplicate entry or turn a draft-level problem into a cancellation case.

  • Current status, update time and source of confirmation.

  • Completed action, outstanding action and condition for the next step.

  • Correct name or link for the final document version.

  • Cargo location, package count, weight and packing condition.

  • Cargo-terminal schedule, vehicle and driver details, delivery point and consignee contact.

  • Approved costs, costs awaiting approval and the authorised approver.

  • Risks affecting collection, final delivery or booked flight.

When an abnormal event occurs, ASC Logistics reports it by time – cause – effect – cost – proposed action. This gives the freight forwarder enough information to update its customer without sending repeated questions to the airport team.

What determines the time and cost of outsourced customs brokerage?

ASC Logistics does not apply one clearance time or one fixed fee to every shipment. The quotation and operating estimate depend on:

  • Import or export direction, customs procedure and number of goods lines.

  • Completeness and consistency of the records and product information.

  • Goods policy, licensing or specialized inspection requirements.

  • Channel result and any request from the competent authority.
