PROCESS OF PROCEDURES FOR EXPORTING AGRICULTURAL PRODUCTS TO JAPAN

Many commodities have been approved by the Japanese side to grant planter codes, creating favorable conditions for quarantine faster when importing. In addition, there are many growers with large areas that have reached the VietGAP standard, even granted GlobalGAP certification, which has proved that our country's agriculture is increasingly developed, methodical and worthy of exporting to difficult countries. However, the quarantine system and import standards for agricultural products and foodstuffs in Japan are very strict, requiring high quality and quarantine. Goods imported into the Japanese market have 3 types of inspection: compulsory inspection, guidance inspection and supervision inspection.

- Inspection of instructions: The quarantine establishment will confirm whether the importing unit has well performed its responsibilities for food safety and hygiene.
- Inspection and supervision: At the quarantine establishment, goods are not subject to compulsory inspection, with the aim to understand the situation of food safety and hygiene, based on the annual plan, conduct inspection. Continuously monitoring and certifying highly effective food safety. If there is a violation of pesticides or other violations, it will increase the frequency of surveillance checks, to see if it is necessary to include the mandatory type of inspection.

1. Check Vietnam's export policies and import from Japan to see if the item has been imported into Japan. This is very important and a prerequisite to perform the following steps. - Packing list
- Commercial contracts
- Certificates of planting area standards and product quality standards (if any).

4. Conducting customs clearance procedures. For goods to be cleared, we need to go through customs procedures to be able to export goods to Japan. The customs clearance dossier under Clause 5, Article 1 of Circular 39/2018 / TT-BTC (Amending Article 16 of Circular 38/2015 / TT-BTC) includes:
- Referral
- Customs declaration
- Invoice
- Booking
- Commercial contract (if any)
- Certificates of planting area standards and product quality standards (if any).
