IMPORT PROCEDURES FOR FROZEN BEEF, PORK, CHECKEN
ASC Logistics would like to introduce procedures and procedures for importing meat and poultry products to Vietnam in the following article:
Do you know how to import US beef, Australia beef ... how not? What is the difference between raw and live cattle? Or with other terrestrial animal products such as buffalo meat, pork, chicken ...?
First of all, you need to know the following key steps:
Step 1: Registration of import quarantine with Veterinary Department
Step 2: Sampling for Animal Quarantine & Food Safety
Step 3: Carry out clearance procedures for imported goods
1. Register import quarantine with the Veterinary Department
The first thing before the goods are registered with the Department of Veterinary Medicine to be quarantined import (when goods return).
To register for import quarantine, you need to fill out the registration form, together with the relevant documents, to the Department of Animal Health. Once approved, you will receive the approval letter from the Department of Animal Health, in the form of a soft file by email, then print out the next Step 2 (below).
Learn more about the regulations in Circular 25/2016 / TT-BNNPTNT on quarantine of animals and products of land animals (referred to as Circular 25) and Circular 35/2018 / TT-BNNPTNT amending and supplementing a number of articles of Circular 25.
2. Animal Health & Food Safety Sampling
Once you have the Veterinary Department's Consent Form, and a notice of arrival from the shipping company (or air carrier), you file your application with the Animal Quarantine Service. This agency will carry out sampling and quarantine procedures at the same time.
According to the experience that my company makes to customers in some large seaports / airports, I can contact the animal quarantine at the following address:
- + In Hai Phong: Sub-Department of Animal Health, Region II (23 Da Nang street, Ngo Quyen district)
- + In Noi Bai - Hanoi: Sub-Department of Animal Health (No. 50/102 Truong Chinh - Dong Da district, or at the Noi Bai Quarantine Station of Sub-Department I located near the gateway to Noi Bai Customs)
- + In HCMC Ho Chi Minh City: Sub-Department of Animal Health of Region VI (521 Hoang Van Thu, Ward 4, Tan Binh District)
For animal quarantine registration dossiers, you need to prepare:
- Application form (form)
- Health certificate
- Commercial invoice
- The bill of lading
- Ownership certificate of goods subject to food safety.
Recently, some places have requested the procedures on the National Portal (vnsw.gov.vn). Accordingly, the enterprise must register the account, select the agency (Ministry of Agriculture) and the type of related procedures (import of animals, products of land animals), as shown below. Then declare the online dossier for the shipment.
When you make online, you fill in the online registration (instead of paper), attach the necessary files: invoices, bills ... Then submit the application. The respondent will respond if the record is inaccurate, missing, and will be reviewed if sufficient information is available.
Once the application is approved online, you print the registration file that has been issued with the number and date for filing with the Customs dossier in the next step.
At the same time, arrange sampling at ports / warehouses for quarantine (this item is not usually released temporarily for storage in private warehouse).
Once the quarantine officer takes the samples, waiting for the results, you can take the customs declaration and submit the customs dossier in the next step. Quarantine results as shown below.
3. Clearance - Complete import procedures for beef
Customs dossiers of imported beef, pigs, chickens ... include:
- Customs declaration: 1 print from the software
- Commercial invoice: 1 copy
- Bill of lading: 1 photograph
- Animal Health & Food Safety Sampling (and Quarantine results, additional payment when available)
- Other Documents: Invoice (with ExW, FOB), Certificate of Origin, Certificate of Health (if any) ...
When receiving the dossier, the admittance officer may preview or wait until the new dossier has been fully submitted (depending on the case). If you need to modify your customs records, you will do so in this step.
Where customs declarations are classified into red, you need to fill in customs formalities so that customs officers can check the actual goods before they can be cleared.
You can find out more about customs clearance steps here.
The final work after clearance, you do procedures for liquidation of declarations and changes in the port, is possible to drag the goods to the warehouse.
