DOCUMENT AND PRODUCT-INFORMATION REVIEW

We compare the sales contract, Commercial Invoice, Packing List, Air Waybill and technical records. For regulated goods, our operations team also identifies the relevant documentation, when it must be available and which party is responsible for providing or obtaining it.

Where import and export licensing support or a specialized inspection is required, the parties must separately confirm the applicant, document set, competent authority, service scope and expected dependencies. Customs brokerage fees do not automatically include duties, taxes, statutory charges, cargo-terminal charges, regulatory inspection costs or document-amendment costs.

 

DRAFTING AND LODGING THE CUSTOMS DECLARATION

ASC Logistics prepares the declaration data from the verified records, checks the critical fields and, where appropriate, sends the draft to the business for confirmation. Once the required confirmation and authorisation are in place, we lodge the declaration through the applicable electronic procedure and monitor the response from the electronic customs data-processing system.

At this stage, we deliberately distinguish a customs declaration from customs clearance. A customs declaration is the submission of shipment information and supporting records to Customs. Customs clearance is the broader process of satisfying the applicable customs and regulatory requirements. Decisions on documentary checks, physical examination, acceptance and clearance remain with the competent authority.

 

CUSTOMS CHANNEL AND RESPONSE COORDINATION

After registration, ASC Logistics checks the declaration status and identifies the next action. This may include completion of tax obligations, submission or presentation of supporting records, an explanation of declared data, physical examination of the goods or another request from Customs.

AIRPORT FIELDWORK, CARGO COLLECTION AND ONWARD DELIVERY

Customs clearance does not automatically mean that the cargo terminal is ready to hand over the shipment. ASC Logistics keeps the customs status separate from the Air Waybill status, terminal charges, actual cargo condition, handover documentation and vehicle plan.

  • The Incoterms® rule, transaction currency and any amounts that may affect customs value.

  • Product origin and a Certificate of Origin where preferential treatment is being claimed.

  • Licences or specialized inspection records where the goods fall within a regulated category.

  • Master Air Waybill (MAWB), House Air Waybill (HAWB), flight, airport of departure, airport of arrival and cargo-manifest status where accessible.

  • Expected arrival time or export cargo handover deadline, the relevant cargo terminal and the onward transport plan.

Do not send only a cropped screenshot of a declaration or a single error line. ASC Logistics needs the correct document versions, the shipment context and the complete response to distinguish a data error from a system issue, a missing record or a goods-policy question.

 

HOW DOES ASC LOGISTICS MANAGE THE CUSTOMS DECLARATION PROCESS?

We use a seven-stage control process. The sequence can change for an import, export, customs procedure, channel result or actual cargo status.

  1. Confirm the scope and authorised contacts. ASC Logistics identifies the declarant, the work assigned to us, the expected deadline and the person authorised to approve data or additional costs.

  2. Check the applicable policy and filing conditions. We review the customs procedure, supporting records, product information, licensing or specialized inspection requirements, origin data and factors that may affect tax.

  3. Reconcile the documents. Commercial Invoice, Packing List, contract, Air Waybill, technical information and transport data are cross-checked. Any mismatch is listed rather than silently copied from one record to another.

  4. Prepare the draft customs entry. ASC Logistics enters the available data, checks fields that cannot be amended after registration and asks the customer to confirm matters for which the business is responsible.

  5. Lodge the declaration and monitor the response. Once the filing conditions are met, we transmit the declaration, confirm whether a declaration number has been issued and avoid duplicate submissions when the system is slow to respond.

  6. Complete the post-channel actions. We coordinate supporting records, explanations, amendments or airport fieldwork as required. Cancellation and re-registration are considered only after the relevant conditions and current declaration status have been checked.

  7. Handover the status and next actions. The customer receives a clear update covering the declaration status, completed work, outstanding actions, costs awaiting approval and the conditions for cargo collection or handover.

This approach reduces the risk that the documentation team reports a shipment as complete while the airport terminal or trucking team still lacks the conditions needed for the next step.

 

WHAT DOES ASC LOGISTICS CHECK BEFORE LODGING A VNACCS DECLARATION?

The most important control is preventing an unchecked draft from becoming a registered customs entry. Before submission, ASC Logistics checks at least:

  • The correct legal entity and tax code for the declarant.

  • The correct customs office, import or export type code and mode-of-transport code.

  • Air Waybill number, package count, weight, storage location and related transport data.

  • Whether the product name and description are supported by the goods' characteristics, function and technical documents.

  • HS code, unit of measure, quantity, customs value, tax rate and applicable goods policy against the information available.

  • Whether origin information and any preferential-origin documents are consistent with the commercial and transport records.

  • Whether the required licence or specialized inspection record has been identified for the correct stage.

  • Whether the draft and any unresolved points have been confirmed by an authorised customer contact.

In VNACCS operations, pre-registration data can still be reviewed and corrected. Once a declaration number has been issued, the entry is no longer an editable draft. The declarant must then follow the applicable amendment or cancellation procedure, depending on the field, timing and declaration status.

 

WHICH FIELDS CANNOT BE AMENDED AFTER AN ELECTRONIC CUSTOMS DECLARATION IS REGISTERED?

Not every incorrectly declared field can be changed directly after registration. For ordinary electronic import and export declarations, the non-amendable information fields are listed in Section 3 of Appendix II under the relevant customs-declaration rules. ASC Logistics gives these fields additional attention before the official submission.

“Goods-classification code” in this table is a declaration information field. It is not the same as the HS code assigned to each goods line.

The list and procedure must be checked against the rules in force when the shipment is handled. Circular 121/2025/TT-BTC, effective from 1 February 2026, amended Article 20 on supplementary customs declarations and other related provisions. ASC Logistics therefore does not reuse an old shipment checklist without a current review.

If a non-amendable field is wrong, the business should not repeatedly retransmit data or register a new declaration immediately. We first check whether a declaration number has been issued, whether the goods have passed the customs-supervision area, what tax or document actions have already occurred and which cancellation or re-registration conditions may apply. ASC Logistics then presents the viable next step for the customer to confirm.

 

WHEN DOES CUSTOMS COMMONLY REQUEST AN AMENDMENT, ADDITIONAL RECORD OR EXPLANATION?

A Customs request may concern amended data, an additional supporting record or an explanation of the basis used. These are different requirements. ASC Logistics classifies the response before acting on it.

The Customs authority raising a question does not mean every field should be changed immediately on the basis of an oral exchange. ASC Logistics checks the shipment records, evidence and legal basis. Customs laws, decrees, circulars and implementation guidance have changed substantially over time. When ASC Logistics accepts a shipment, we check the rules currently in force before lodging the declaration. During the procedure, we repeat that check if a new response arises or if the data or applicable policy is interpreted differently.

Our response process is:

  1. Record the exact feedback, its time and the current declaration status.

  2. Compare it with the correct shipment file, document versions and product information.

  3. Check the applicable law, decree, circular, appendix and current implementation guidance.

  4. Prepare documentary evidence and an operational or legal rationale where an explanation or clarification to Customs is appropriate.

  5. Develop the available action plan, including additional records, responsible party, dependencies, risks, possible cost and time factors.

HOW LONG DOES CUSTOMS CLEARANCE TAKE, AND WHAT DOES THE SERVICE COST?

ASC Logistics does not apply one clearance time or one fixed price to every shipment. The quotation and operating estimate depend on:

  • Whether the shipment is an import or export, the customs procedure and number of goods lines.

  • Whether the records are complete and internally consistent.

  • The goods' characteristics, classification requirements, origin and regulatory controls.

  • The channel result and any documentary or physical-examination requirement.

  • Whether a transport document, customs entry or supporting record must be amended, cancelled or re-registered.

  • Duties and taxes, payment timing and any applicable debt status.

  • Terminal charges, cargo-handling conditions, waiting time and third-party release requirements.
